Well, no one there likes her ass (including General Tullius) but you're gonna have to let Elenwen stay and then when Ulfric demands Markarth, give Tullius the Rift. The next phase is usually demands for reparations for some massacre and/or an exchange of minor holds. Deny anything you can that the Stormcloaks ask for until you run out of options.
