The Map Tacks mod will let you know if you can place a dam in a certain spot, which is very useful. Also 2 sides of the dam tile must be touching a river iirc making the bottom one invalid. Some scripted maps don't allow dams for some reason. When I was play in an Europe map I also couldn't place dams for some reason.
