I doubt the fan clutch will help high speed overheating. I tested on the freeway today and my highway temp is about 221-224F, high of 228 (up inclines) going 70 mph. High heat & A/C fan brought it down to average 217-219F, and low of 212F. When the jeep is hot (running for a while), turn off the jeep. Go under the hood and spin the clutch fan by hand, if it moving freely (no resistance) then you have a bad clutch fan.

First thing that comes to mind is the caliper (s) might be sticking. Second, I would ensure everything from the brake calipers to the suspension is torqued to specs.

195 degree thermostat only means that is the temp of the fluid when it opens up for cooling in the system. You do not want to go less than that. Give or take a couple of degrees from 210 is normal. If it really bothers you may want to replace the temp sensor. It could also be the gauge, but not as likely.
