Feels quite a lot like cheating. It's a great roll for personal use just no value without the perfect 3rd star. AA and bloodied are the best 1st star for Enclaves. 25ffr and 50C are the best second star in general but 25ffr is better for flamers since you usually don't use them in vats.

Enclave plasma and regular plasma use different mods. The enclave ones can be gotten from dropped connection or the Watoga vendors. A couple of the scopes can be purchased from any raider robot vendors. You can only add the flamer barrel by buying the mod to attach on the enclave. Good luck! it's worth it.
