I have a Samsung TV. All CEC settings are still set as suggested above, on both Apple TV and Samsung TV. I have charged the remote. I have re-started the Apple TV. For now, I cannot turn on the TV unless I use my huge clunky universal remote, and then navigate to Apple TV.
