Jul 31, 2010 · The problem is the bullet below that says, "Turn the governor shaft counterclockwise, fully turn the shaft to the end of its travel". Issue 1. The manual picture shows the end of the governor shaft with a screwdriver slot. The governor shaft on this engine does not have a slot. Issue 2. It's a 23hp kawasaki FH680v-AS08. It's on a 52 DD Hydro Ferris Walkbehind. No Hour Meter. Got it used from a twp. and the mainatance guy said it was well taken care of. It looked clean, and when I got it home and got it off the trailer it sound like it was running on on cylinder.
